Pillar three: EU Integration and Policy Change
EU Integration and Policy Change program aims to support Kosovo’s advancement toward EU by encouraging and facilitating policy change and reforms required within the frame of the EU accession process. Balkans Group is also involved in the civil society forum of the Berlin Process.
In 2016, Kosovo signed SAA and implemented all reforms related to the visa liberalisation dialogue. Yet, continuous political crisis and weak performance of the institutions pose a serious obstacle to the implementation of the SAA and reforms. Faced with those challenges, Balkans Group is actively engaged to support the European Reform Agenda. ERA was a high level dialogue between Kosovo and EU, consisting of a precise detailed action plan that the Government of Kosovo (GoK) should implement by the end of 2017. ERA contains guidelines and deadlines that will help Kosovo fulfill the requirements set by the Stabilization and Association Agreement (SAA) and advance the country’s position in relation to the EU.
Successful Projects of Pillar III
European Reform Agenda: Challenges to the Good Plan: The paper explain ERA and highlights opportunities and challenges for the implementation of the reforms. Balkans Group engaged in advocacy with the government, parliamentary groups and EU institutions perusing focus on the ERA. We will mobilise other NGO partners, around the Policy Forum, to support the implementation of the ERA and other key reforms.
Advocacy for focus on the EU agenda: Balkans Group was engaged in promoting EU related reforms with the governmental insitutions including empowering of the Ministry of Integration. We have successfully perused the leaders of the ruling parties to abstain from transformation of the ministry by presenting them clear arguments against. BPRG actively engages in advocacy alone and with other regonal initiatives in Brussels and EU members capitals with the aim to enhance he relation of Kosovo region with EU.
