Project Description

Within the “Elevate peace & state-building agenda and advancing European agenda” project, the Balkans Policy Research Group (BPRG) implements a program that provides policy support on key areas in-house and for the benefit of public institutions. The policy expertise that the Balkans Group develops aims to help advance agendas, state-building, and development priorities of Kosovo, domestically, at the regional level, and on the European agenda.

Position Description

Balkans Group is looking for highly qualified subject matter experts to join its team as consultants for the implementation of the program to provide policy support for Kosovo’s public institutions, including, the Office of the Prime Minister, the Presidency, the Assembly, the Ministry of Defense, the Ministry of Foreign Affairs, the Deputy Prime Minister responsible for the dialogue with Serbia, the Municipality of Prishtina, and other municipalities. We are looking to strengthen and expand the network of experts and professionals in the areas of:

• Security (soft and hard) Policies
• Legal & Law Making,
• EU Integration & related agendas: EU regional development, consolidation of the legal and institutional framework with the EU Acquis, including EU legislation, international agreements, fundamental principles, etc, regional cooperation and membership in regional organizations, peace-building, and others.  
• Good Governance & Rule of Law
• Communication and Outreach
• Public Policy
• Cyber Security
• Environment and Energy Policies
• Foreign Policy
• Parliamentarism and Democratization.

Expected Duration of Assignment:

The expert(s) will be engaged for one of the three following modes of work.

1. Full-time: the expert(s) will be engaged for a longer period of time and will be required to work for at least a full forty (40) hours per week.
2. Part-time: the expert(s) will be engaged for a longer period of time and will be required to work less than forty (40) hours per week, with an extensive amount of work to be done during the given period.
3. Short-time: the expert(s) will be engaged for a shorter period of time with concrete tasks and outputs to be completed and delivered at the end of the assignment.

Candidates are required to clearly note in their Statement of Availability the mode of work they are willing to engage in.

Requirements

The following skills and knowledge are necessary:

• Proven and extensive experience in at least one of the above-mentioned fields of expertise.
• Knowledge of and experience with international relations and politics, EU foreign policy, and/ or other related fields.
• An understanding of the issues and policies of the Western Balkans countries, including regional cooperation.
• Proven experience in providing competent and reliable expertise, advice, and information.
• Experience with policy-making; the ability to understand policies and to identify the needed policy changes.
• Institutional knowledge and experience.
• An advanced university degree in a related field
• High-proven quality of policy and analytical skills and policy writing skills
• Excellent speaking and writing skills in English and in one of the official languages
• Excellent writing, communication, interpersonal, and presentation skills
• Must not be affiliated nor associated in any way with any political party.
