Ten Years after EULEX – Key Principles for Future EU Flagship Initiatives on the Rule of Law

The EU’s ‘credible enlargement perspective for and enhanced EU enlargement with the Western Balkans,’ foresees the launch of new flagship initiatives to strengthen the rule of law in Kosovo.

Planning for the proposals is still at an early stage, but the EU must be sure to draw a clear line under their, soon to be concluded, interventions with EULEX before launching any new rule of law initiatives. EULEX’s ten year run has done little to improve the rule of law and it is besieged with criticism and accusations of corruption. The EU must carefully consider the conditions upon which new initiatives are established.

Likewise, local institutions and processes must be proactive and firmly lead the reforms. Real local ownership can only be brokered if local authorities are in charge and on board.

This Balkans Group policy report written with the support of the ENGAGE II Fellowship Programme and coordinated by CEPS, identifies the key principles that should be set before any new flagship initiative takes shape.
