Rule of Law

Findings show that Kosovo has made limited progress in rule of law in 2021. Among the indicators, progress in the judiciary is the most evident, followed by the fight against corruption and the fight against organised crime.

Kosovo’s institutions have achieved very good progress on the legal framework in judiciary, good progress on accountability, some progress on efficiency and effectiveness, and limited progress on and transparency, access to justice, administration of justice as well as independence and impartiality. In the fight against corruption, some progress is noted in the confiscation of assets and legal framework. Limited progress is noted on public perception of corruption and prevention and no progress in measures against high-level corruption. In fight against organised crime, good progress was achieved on measures against trafficking in persons. Limited progress was made on measures against organised crime, terrorism and violent extremism and the legal framework, whereas no progress was made on the fight against drugs/narcotics or money laundering.
