Call for Energy Efficiency Consultant/s

Description

Balkans Group is implementing a program that provides policy support on key areas for the benefit of institutions. As part of our ongoing efforts to promote state-building, advance agendas, and prioritise development goals for institutions, we are seeking highly qualified subject matter experts to join our team as consultants. Specifically, we are looking for consultants with expertise in Energy Efficiency who can provide policy support, technical assistance, and advisory services to institutions, helping to identify investment opportunities and strengthen Energy Efficiency policies.

The objective of this consultancy is to provide technical assistance and advisory services to enhance the energy efficiency-enabling environment in Albania. The activity will provide support to strengthen the EE policies and programs by strengthening policy capacities, human expertise and attracting financial support for Energy efficiency reforms

The consultant(s) will work on the following areas but not limited to:

  • Improve regulatory and institutional framework to achieve national Energy Efficiency (EE) targets.

Identify and address policy and institutional barriers, training needs, financial instruments, market capacity constraints, and other areas aimed at strengthening policy program planning and capacities of institutions, ministries, agencies and regulatory bodies.

  • Assist in the preparation of secondary legislation on Energy Efficiency.

Identify gaps and support drafting of the secondary legislation in the areas of energy efficiency and organisation of agencies and regulatory bodies in line with the EU requirements and the full transposition of the EE and EPB directive.

  • Roadmap implementation of Building Renovation Strategy as part of the National Energy and Climate Plan.

Develop actions and strategies to implement the upcoming – Building Renovation Strategy. Strategies should seek to explore EE financing mechanisms.  

  • Capacity building for increasing foreign funds absorption.

Provide trainings and capacity building for the Agency and its staff to develop capacities to absorb funds, including project proposal writing and project management

  • Capacity building on best practices of Energy Efficiency actions and policies.

Provide trainings on EE to public sector stakeholders. Priority areas will be identified in cooperation with stakeholders.

The consultant(s) will work closely with the beneficiary and operate under their direct instructions.

Requirements

The following skills and knowledge are necessary:

  • Proven and extensive knowledge and experience in the field of energy.
  • An understanding of the issues and policies related to energy.
  • Proven experience in providing competent and reliable expertise, advice, and information.
  • Experience with policy-making; the ability to understand policies and to identify the needed policy changes.
  • Institutional knowledge and experience.
  • An advanced university degree.
  • High-proven quality of policy and analytical skills and policy writing skills.
  • Excellent speaking and writing skills in English and in one of the official languages.
  • Excellent writing, communication, interpersonal, and presentation skills
  • Must not be affiliated nor associated in any way with any political party.
