Policy Writing/Energy Security in the Western Balkans (WB)
Background
Balkans Group is researching to assess the key challenges and opportunities in the energy sector of each Western Balkans Six (WB6) country and the region as a whole. We seek to cooperate with the WB6 to strengthen the Energy Policy and Advocacy Platform which will support energy development and cooperation.
Within this framework, Balkans Group is looking for experts/consultants who acquire thorough expertise, can deliver high-quality policy analysis, and have in-depth knowledge of energy policy in the WB6.
Scope of work
The expert/consultant shall engage in drafting a comprehensive analysis of the energy security of the WB6. The policy paper will provide an analysis of energy security as a concept and an overview of the energy sector of the WB6, including their energy profiles, energy strategies and alignment with the EU climate targets, the impact of the energy crisis, key policy instruments and mechanisms, regional cooperation and EU integration, the region’s potential, case studies of developments in the region, and technical and policy recommendations for securing energy in the future.

General requirements
- Ensure full compliance with the Balkans Group’s requirements for researching, writing, and structuring the analysis according to Balkan Group’s guidelines and paper structure.
- Stay consistently in touch with Balkans Group and report to the Executive Director and other responsible people from the team.
- Work with wit, caution, and reasonable skills.
Qualifications
- An advanced degree in energy policy and other related fields.
- At least 3-5 years of relevant professional experience and in-depth knowledge and expertise in energy policies, regulatory, and institutional frameworks of the WB6.
- Thorough knowledge of energy challenges including energy supply, diversification of sources, interconnections within the WB6, and integration in the EU market.
- Experience in writing policy papers, analyses, and reports on energy-related topics.
- An understanding of the issues and policies of the governments of WB6 including regional cooperation initiatives, and mechanisms in the energy field.
- Demonstrated skills and experience in conducting complex research and drafting unbiased analyses.
