Title: FINANCE AND ADMIN OFFICER

POSITION SUMMARY
In the capacity of the Finance and Admin Officer, and under the direct supervision of the Executive Director, the Employee is responsible for ensuring that financial, administrative, and operational issues align with the Balkans Group’s policies. This role includes executing strategic approaches across all areas of operations and management.
RESPONSIBILITIES
- Works closely with the Executive Director, Project Coordinator, and Legal Officer to ensure effective day-to-day financial management of projects and activities.
- General accounting and bookkeeping – Daily booking of all transactions and reconciliation of cash and bank balances using a double-entry bookkeeping system.
- Provides reports detailing income, expenditure, and cash/bank reconciliations.
- Maintains an efficient, proper, and transparent financial filing system for all documents relating to finance – Administer and manage all Balkans Group files, documents, office support needs, contracts, supply cooperation with suppliers, and bill reporting.
- Monitors compliance with donor requirements, ensuring all deliverables and deadlines are met.
- Ensures that all financial activities are conducted under organizational policies and donor regulations.
- Oversees operational tasks including contracts management, reporting, human resources, financial management and accounting, procurement, compliance, administration, and logistics.

REQUIREMENTS:
- Bachelor’s Degree in Financial Management, Accounting, International Business Administration, or a related field. Master’s Degree preferred.
- Minimum of 4 years of relevant professional experience in financial management. Experience in managing financial aspects of international projects or donor-funded programs is preferred.
- Expert-level proficiency in QuickBooks.
- Certifications in accounting.
- Thorough understanding of Law No. 06/L-032 on Accounting, Financial Reporting, and Auditing in Kosovo, with the ability to apply this knowledge in practical scenarios.
- Knowledge of international auditing standards (e.g., ISA), and experience in audit compliance.
- Experience in analyzing budget trends, monitoring funding levels across multiple accounts, and providing insightful financial analysis.
- Proven experience with local or international NGOs, including project and budgetary planning, reporting, auditing, and NGO reporting.
- Professional fluency in English, both written and oral
- Strong analytical and problem-solving skills, with a proactive approach to identifying and addressing financial issues.
